COMMUNIQUE DE PRESSE 010/2017

LA SITUATION POLITIQUE AU RWANDA EST EXPLOSIVE

Le Comité Directeur de la Plateforme P5, organe exécutif, s’est réuni ce 08 Octobre 2017.  Après avoir passé en revue la situation politique et sécuritaire qui prévaut au Rwanda et dans la sous - région des Grands Lacs d'Afrique, le Comité Directeur annonce aux Rwandais, aux amis du Rwanda et à la Communauté Internationale ce qui suit :

1.      La Plateforme P5 reste inquiète de la situation politique qui est explosive au Rwanda;

 

2.      La Plateforme P5 dénonce la clique au pouvoir qui utilise le pouvoir pour réprimer et opprimer son propre peuple en se cachant derrière les lois et les institutions conçues et mises en place pour se protéger.  La manière dont le président Kagame a lâché ses institutions contre Diane Rwigara lors de la prestation de serment du nouveau gouvernement est encore dans nos mémoires. C’est cette même précipitation qui fait que plus d’un mois après qu’elle est trainée en justice jour et nuit, le Ministère public n’a pas encore de faits concerts à lui reprocher sans oublier le fait que jusqu’à sa comparution le 06/10 dernier, elle n’avait pas non plus pu s’entretenir avec son conseil, droit le plus élémentaire en justice ;

3.      La Plateforme P5 rappelle que cette manière de procéder du président Kagame fut la même contre Mme Victoire Ingabire, présidente des FDU – Inkingi avant son emprisonnement quant il déclara que Victoire Ingabire va se heurter sur un mur de lois que Kagame a érigé ;

4.      Par rapport aux accusations portées contre les responsables des FDU – Inkingi, la Plateforme P5 rappelle d’abord que le Ministre public altère volontairement sa composition en y incluant les membres de sa guise dans le seul but de lui coller l’étiquette de groupe armé.  Comme ce fut également le cas pour Mme Victoire Ingabire, la taupe du FPR infiltrée pour aider le Ministère public à fabriquer les accusations et faire porter le chapeau à la Plateforme P5 a été démasquée,  et est actuellement remise en liberté ;

5.      La Plateforme P5 réaffirme que seule une alternance politique peut garantir la sécurité et le développement durable au Rwanda. Dans ce sens, elle demande à la communauté internationale à lui prêter main forte en imposant les garanties en matière de libertés d’expression et d’association, comme préalables pour continuer toute coopération avec le gouvernement en place à Kigali.

THE POLITICAL SITUATION IN RWANDA IS EXPLOSIVE

The Steering Committee of the P5 Platform, the executive body, met on 08 October 2017. After reviewing the political and security situation in Rwanda and in the Great Lakes Africa sub-region, the Steering Committee would like to inform Rwandans, friends of Rwanda and the International Community:

1. Platform P5 remains concerned about the explosive political situation in Rwanda;

2. The political Platform P5 denounces the clique in power which uses its power to repress and oppress its own people by hiding behind the laws and institutions designed and put in place to protect itself. The way in which President Kagame put all his institutions against Diane Rwigara during the swearing in ceremony of the new government is still fresh in our minds. It is because things are just improvised that more than a month after she was being dragged in court day and night, the Public Prosecutor does not yet have any concrete evidence to charge her. Besides when she was brought to appear in court on the 6/10, she had not been able to speak with her counsel, the most basic right in court;

3. The political Platform P5 would like to remind the public that the current machinations of the regime of President Kagame against members of the opposition are not new. They were used against Mrs. Victoire Ingabire Umuhoza, President of the FDU - Inkingi before her imprisonment. President Kagame had declared publicly that she would run up against a wall of laws that he has put in place;

4. In relation to the accusations made against the FDU-Inkingi officials, the Steering Committee would like to inform the public that in the first place the Public Prosecutor has deliberately lied about the composition of the Platform P5 with the sole purpose of making it fit into the label of being an armed group. The same tactic was used in the case of Victoire Ingabire. An RPF agent was infiltrated among the accused only to be released later and rewarded for his services. In the same way, an RPF agent has been infiltrated to accuse his colleagues and he is now a free man waiting to return as prosecution witness against the political platform when the trial starts.

5. The Platform P5 would like to reiterate that democratic competition for and peaceful transfer of power offers the best guarantee for peace and sustainable development in Rwanda. In this regard, it calls on the international community to link cooperation with Rwanda to its respect for human rights particularly the freedom of expression, association and assembly.
